Restart cluster
POST/postgres/v1alpha1/projects/:projectId/clusters/:name/restart
Starts a rolling restart of the cluster's PostgreSQL instances and returns without waiting. Replicas restart first, then the primary in place: reads stay served by the replicas, writes are refused while the primary restarts. The data is kept.

Bad Request - Invalid input, or the operation is not possible in the current state
Unauthorized - Invalid or expired credentials. When the ingress gateway rejects the bearer token, the body is the gateway's own and not an ErrorResponse; when the API rejects the request (code 10001), the body is an ErrorResponse.
Forbidden - Missing or invalid credentials, or insufficient permissions
Not Found - Resource does not exist
Conflict - Resource already exists, or was modified concurrently
Internal Server Error
Service Unavailable - Platform is temporarily unavailable
